Attach wheel assembly to base with 2pcs Medium bolts (M8x16mm)
Attach 1 anchoring arm to base with 2 small bolts
Attach 1 anchoring arm to base with 2 small bolts M6x12mm and 2pcs M6 nuts

(repeat with the other 2anchoring arms so all 3 are attached to base).
