Pump not primed.
Hose collapsed, cut or punctured.

CORRECTION
Prime the pump (p. 12).
Replace suction hose (p. 11).
Sink the strainer and the end of a suction hose completely
underwater.
Replace sealing washer if missing or damaged. Tighten hose
connector and clamp (p. 11, 12).
Clean debris from strainer.
Relocate pump and/or hoses to reduce head (p. 10).
